Superintendent Report 3-4-24 | Informe de la superintendente 3-4-24

First, the district would not be where we are at this point without the help of our community partnerships, and the relationships we've built together. Our network of support was critical from the start. And here we are, 27 days later, and still working through this investigation and our network restoration.
Our IT director has been working around the clock, as have other members of our leadership team. We are pleased to announce that last week, we were able to get WiFi up for our staff, and attendance could shift back to PowerSchool.
To recap the last 27 days:We discovered a ransomware attack by the group Lockbit in the early morning hours of February 7. By that afternoon, with the assistance of our local cyber insurance carrier, Special Districts of Oregon, we were consulting with leading independent cybersecurity and digital forensics experts to safely restore our systems and investigate this incident. We had, with our partners, already started communications with local, state, and federal law enforcement.
Our building principals were ready to support and make the move to "learning like it's 1985." Staff prepped for technology-free teaching and learning for at least two weeks, and some dressed for the decade, in neon colors, big hair, and track suits.
Our resilient staff showed grace and ingenuity as they were asked to pivot. We saw them pull their lesson plans offline and onto pen and paper, and we heard from families and students that engagement has blossomed during this time.
We are pleased that PowerSchool, our student information system, was quick to respond. We were able to have limited access to PowerSchool by Friday, February 9. The following week, we were able to get our front office staff on PowerSchool, as well as other key staff members. With that, we were able to access our email and robocall system, allowing for communication channels with families to reopen.
Our District Assessment Coordinator has been crucial to coordinating much more than assessments these last few weeks, as she has worked to get all staff back into the student information system.
We were fortunate that our email system and other Google applications were not affected by the attack, and were able to keep our systems going, including our websites.
We still have a long way to go while we work through this incident, and not all programs have been restored – but many have.
We are confident we will be able to move forward with state assessments next month on schedule. Next steps as we continue to recover are: Getting our network back online, beefing up our security systems, and continuing to work on getting systems back up for students and families – namely WiFi and PowerSchool access.
I am so grateful for our supportive board, who has picked up the phone every other day, as I've called you with updates. I'm grateful for our community, for showing grace, patience, support, and trust as we've worked through this incident. As we've been out and about in coffee shops, restaurants, and grocery stores, we've felt your support. We appreciate you taking the time to stop and check in with us!Together, we really are Central strong.
On February 20, we learned, along with the world, that the FBI and other major international law agencies had arrested and indicted members of the Lockbit ransomware gang. The news was released that the Lockbit site was under control of international law enforcement. Our investigation continues.
How much has the district paid, and will be paying, to get everything back to normal. We are in a really good position because we are a part of the SDAO pool. We will have to pay our deductible, but our insurance will cover the rest of the incident response. Our insurance coverage in Oregon is phenomenal.  Are we paying a ransom? No. We can't pay a ransom. What all did the people get a hold of, information-wise? Just PowerSchool, WiFi and some other school systems? Or did anyone's personal information get leaked? The investigation into our network disruption is ongoing. If it is determined that any personal information was impacted during the incident, we will provide notification to all affected individuals consistent with relevant laws. These investigations can take time. When will desktops be able to be used? The tech team are in buildings re-imaging our desktop computers.  They are in classrooms to work on this process. We expect desktops will be ready to use in the coming days and into next week.  When will the library system be back up and running? If all the information was lost, will we have to recatalog everything? This attack is causing us to safely rebuild and restore our entire network and systems. The investigation into the disruption is ongoing. The library system is on the list of programs we are in the process of evaluating. When will we be back to normal, from a student's perspective (having WiFi and PowerSchool access for students)? We have brought WiFi online for all staff on Chromebooks. PowerSchool is available for staff through their Chromebooks. The next step in our recovery process include:
  • Getting all desktops back up on the network for staff.
  • Getting PowerSchool up for parents and students.
  • Resetting all student Chromebooks.
  • Getting WiFi up for students on their Chromebooks.
